Count Vladimir Kokovtsov
Count Vladimir Nikolayevich Kokovtsov was a Russian politician who was Minister of Finance from February 5, 1903 to October 24, 1905 and from April 26, 1906 to January 30, 1914, and President of the Council of State from 1911 to 1914.
Kokovtsov sat on the Imperial State Council. He was appointed to several ministerial functions. Between 1892 and 1903, he was Secretary of State for Finance in the Serge Witte ministry. In 1904 Nicholas II appointed him Minister of Finance. In 1906, he resigned when Serge Witte was appointed President of the Council of State.
Kokovtsov was appointed Chairman of the Council after the assassination of Peter Stolypin (September 1, 1911). During this term he kept the portfolio of Minister of the Interior, he was replaced by Alexander Protopopov.
Upon his retirement, Nicholas II made him count.
After the Russian Revolution, in November 1918, Kokovtsov emigrated to Finland and then to Paris. He was one of the emblematic figures of Russian emigrant society, he remained so until his death. In 1921 Kokovtsov founded, together with Vladimir Bourtzeff, and became chairman of the Russian National Committee. At his death, he was Grand Cross of the Legion of Honor and Chief Executive Officer of the Banque Internationale du Commerce.
